Is the WhatsApp Business API free? What a shop pays for, and when the free app is enough
Is the WhatsApp Business API free? Partly: inbound messages and 1,000 service replies per number a month. What a shop pays for, and when the app is enough.
The request usually arrives already decided: "we want to open the WhatsApp API for the shop". Often a second question comes with it: is the WhatsApp Business API free? When we ask why they want it, the answer is one of three. We cannot keep up with the replies. We want to send offers to all our customers. Someone told us we have to.
On price, the short answer: Meta bills the API per message, a few things on it are genuinely free, and it is rarely free overall, because it needs software on top. The first question matters more. Often a shop does not need the API at all, it needs a month of tidying up inside the free app. When it does need it, the cost and the rules are rarely explained before signing. This is the walk-through we give before the decision.
There are three WhatsApps, not two
- Regular WhatsApp. A personal account, not meant for running a business.
- The WhatsApp Business app. Free: business profile, catalogue, quick replies, greeting and away messages, labels. Where most shops start, and enough for many.
- The WhatsApp Business Platform. What everyone calls "the API". Not an app, and billed per message.
The third is not a stronger version of the second. It is a different kind of thing.
Is the WhatsApp Business API free?
Not as a package, but parts of it cost nothing. Per Meta's pricing page, Meta charges for each message a business sends to a customer, and only once it is delivered.
What genuinely costs nothing
- Messages customers send you. Meta never charges for those.
- The first 1,000 service messages per number, every month. Service messages are your free-form replies inside the 24-hour window. They became chargeable on 1 October 2026, but every business phone number gets 1,000 delivered service messages a month free. Unused ones do not carry over. Without a payment method on your Meta account, service messages stop being delivered once the 1,000 are used.
- Free entry point windows. When a customer messages you from a click-to-WhatsApp ad on the phone app and you reply inside the 24-hour window, that reply is free and opens a window of up to 7 days in which every category is free, except Meta Business Agent, Meta's own AI agent.
- The test number. Meta's platform overview describes a test account and number with relaxed limits to try things before your real number goes on.
What you always pay for
- Every message you start with a template: marketing, utility (order confirmed, shipped, reminder) and authentication (one-time codes). Since 1 October 2026, utility is charged even while the customer's window is open.
- Service messages past the first 1,000 a month on the same number, with no volume discount.
- Meta Business Agent replies, billed per token (see the questions below).
- The software on top. The part people searching for "free" miss: the API has no screen. Either you pay a platform subscription, or a developer and a server. One of the two is always on the bill.
The "free WhatsApp API" tools
Tools promising a free WhatsApp API or unlimited bulk sending are often not Meta's platform at all. They drive WhatsApp Web or the phone app automatically, which breaks WhatsApp's terms, and the number tends to get banned at the worst moment, history and all. The only sanctioned way to send automatically is Meta's platform.
Where the free app actually stops
Before paying, know which ceiling you are hitting.
Broadcast lists cap at 256 contacts, and a broadcast only reaches people who saved your number. Split four thousand customers across sixteen lists and most get nothing while you believe you reached everyone.
The number lives on one phone plus a few linked devices. Nothing is assigned or routed, and you cannot see who replied or how long the customer waited.
It does not connect to your systems. The order is in the store, the invoice in Odoo, the chat on someone's phone, and the bridge is a person retyping.
The automation is shallow. You cannot build a path like: the customer asks where their order is, look it up, answer with the real status.
If none of those four is biting, you do not need the platform. Close the tab and keep the money.
The platform is a pipe, not a product
There is no app to open. Something has to sit on top: a shared inbox from a provider, or your own software. Two rules change how a team works:
- The 24-hour window. When a customer messages or calls you, you can reply freely for 24 hours, and the timer resets each time they get in touch. After that you can only send a template Meta approved in advance.
- Template categories. Every message you start is a reviewed template filed as marketing, utility or authentication. Meta can reclassify one that reads as promotional, and the category sets the price.
What the API costs a shop: three layers
The common budgeting mistake is counting one of them.
1. Meta, per message
Since 1 July 2025 Meta charges per message, by category and by the recipient's calling code, so a Saudi number (+966) has its own rate. Meta changes prices only on the first day of a quarter, at most four times a year.
We are not printing a figure, because it moves; read the Saudi row on Meta's rate card yourself. The shape matters more. Meta's change log shows the Saudi marketing rate rising on 1 April 2026 and again on 1 October 2026. Utility and authentication have volume tiers that lower the rate as monthly volume grows, reset every month.
One detail that catches people: Saudi riyals have been an account currency since 1 April 2026, and the currency is fixed when the messaging account is created. Ask your provider which one they are setting up first.
2. Customer service replies since 1 October 2026
Service messages had been free since November 2024, and utility templates inside the window since July 2025. Since 1 October 2026 both are charged, per Meta's page on non-template pricing, with no volume tiers on the service rate.
The 1,000 free service messages per number soften it: a shop under that pays nothing for them. A shop with heavy support and light marketing should rerun its numbers, because "support is free, we only pay for campaigns" no longer holds. The count is per message, so an agent answering one question in three short messages has used three.
We walk through costing Meta's side with your own volumes in WhatsApp API pricing in Saudi Arabia.
3. The subscription and the integration
The provider's monthly fee for the inbox is separate from Meta's rates. On top sits the integration, the one-off work that makes the shipping update leave your system on its own. That is where the value is. Without it you are paying a subscription for a nicer chat app.
The rules you are agreeing to
Opt-in. Meta's policy requires that the person agreed to receive messages from your business, clearly named. A list scraped from old invoices or bought is not opt-in.
Messaging limits and quality. Per Meta's messaging limits page, a new account starts at 250 unique recipients per rolling 24 hours outside the service window. It rises to 2,000 once the business is verified, by you or a partner, or after 2,000 template messages delivered to unique numbers within 30 days at high quality. Blocks and reports drag quality down, and that stops campaigns.
Saudi data protection law. Direct marketing over WhatsApp falls under the PDPL and its implementing regulations: consent and a clear opt-out. SDAIA supervises it and has issued decisions over marketing messages sent without consent.
Five signs your shop really needs the WhatsApp API
- More than one person answers the same number, and replies get duplicated or dropped.
- Someone sends order, shipping or appointment notifications by hand every day.
- You need to reach customers who never saved your number.
- You want the conversation to answer with the real order status, without a human.
- You want to measure conversations, conversions and where people drop off.
And when it is a waste
- One calm person handles all the replies.
- Your only goal is blasting offers at a list that never opted in. That throttles your number.
- You have no system yet and want WhatsApp to be one. It is a channel, and the real problem is elsewhere: see Odoo or a custom system.
You no longer have to give up the app
The old path was to delete the number from the Business app, register it on the platform and lose the history. Now there is coexistence, through a provider that supports it: the same number runs in the app and on the platform at once. The owner keeps answering from the phone while the platform sends templates and runs the bot. In short: a recent app version, the last six months of chats synced if you approve, and broadcast lists switched off in the app. The detail is in WhatsApp API or the WhatsApp Business app. Before anyone talks you into deleting your account, ask about it.
Questions we get
Can a small shop run the API without paying Meta anything?
On paper, yes: answer customers only, stay under 1,000 service messages a month, never send a template. The catch is that a shop takes the platform mainly for notifications that go out on their own, and those are utility templates, which are charged. A setup that costs nothing at Meta usually does not do the job you bought it for, and the software on top costs something either way.
Roughly what will it cost per month?
Not without your numbers. Count monthly templates per category and service messages past the first 1,000, multiply each by the Saudi rate, and add the subscription.
Can we put an AI bot on it?
Yes. A bot from your provider or built in-house replies with ordinary service messages. Meta Business Agent is billed per token since 1 August 2026, at 2 US dollars per million tokens; Meta estimates a typical message at 20,000 to 25,000 tokens, roughly 4 to 5 US cents, charged even in a free entry point window. Either way, a bot that reads the order status from your system beats one that writes nicely. More in connecting AI to WhatsApp.
Does the green tick come with the API?
No. The mark is blue now; Meta calls it an Official Business Account. It is a separate request with its own conditions, and no provider can promise it. The conditions are in WhatsApp Business verification.
What should we do today if we decide to wait?
Get a dedicated business number instead of the owner's personal one. Set up the catalogue, away message and labels properly. Put a wa.me link with a pre-filled message wherever customers see you: the site, the bio, the invoice. That shows your real volume before you pay for anything.
How we do it
At Kerneltics we start from the same question, and if the app is enough, we say so. If it is not:
- We run it on K-Message, our own platform on the official Cloud API. Kerneltics is a Meta-approved Tech Provider.
- You connect your own number through Embedded Signup, so the number and the WhatsApp Business Account stay in your name.
- A shared team inbox, an Arabic AI chatbot, template campaigns and contact groups.
- We connect notifications to your system; the Odoo route is in setting up the WhatsApp API and connecting it to Odoo.
